By 1989 there had been missionaries in Hong Kong for over 100 years. The church continued to grow. New churches were being planted and there was an increased need for more pastors. And pastors wanted greater understanding of the Word of God to shepherd the flock in a changing world. The churches in Hong Kong were sending out missionaries and the missionaries wanted to be more prepared. Bible schools and graduate schools had been established in Hong Kong but the professors wanted more education.
Dr. Harry Ambacher and Dr. Norman Barnard, who were living in Hong Kong and serving there as missionaries, and who had also been involved with the development of ABTS, believed that ABTS could help meet the growing need in Hong Kong.
ABTS could provide graduate education to students who could not leave their ministries for years at a time to study. The part-time nature of the program and the fact that the teaching was in English filled a need that the other schools were not meeting. Classes were held at the China Baptist Theological College, and continue there to this time. Since ABTS does not have a physical seminary building in any of the teaching sites, it takes advantage of holding classes in colleges, churches, hotels, guest houses, or other locations arranged by the Country Coordinator. 
Dr. Barnard served as ABTS Country Coordinator until he left Hong Kong to become the Director of ABTS, headquartered in Singapore. Presently Dr. Teddy Cheng serves as Country Coordinator. Dr. Cheng is President of China Baptist Theological College. He also has extensive pastoral experience in Hong Kong and was responsible for starting several churches. He has received his DMin from Grand Rapids Theological Seminary, in Michigan, USA. Dr. Cheng is also very involved in the completion of the building and the relocation of CBTC.
